To obtain a licence a prospective sponsor must apply to the UK Border Agency, supplying documentation to demonstrate that it is eligible. Once licensed under Tier 2 the sponsor will be able to assign certificates of sponsorship to migrants who wish to come to or stay in the UK to work. There will be a limit on the number of certificates of sponsorship each sponsor under Tier 2 may assign. Once licensed under Tier 4 the sponsor will be able to issue visa letters to migrants who wish to come to the UK to study.
